Updated - 12/11/06 to resolve issue with 9.2 be sure to install the correct version in the zip file for your version of ArcGIS. This is an ArcCatalog Extension that adds a new 'Copy Domains' command to the database context menu (both SDE and Personal). This new command alows you to right click a datbase in ArcCatalog and choose 'Copy Domains' select from a list of domains in the selected database and then specify a destination database to copy them to. Just follow the directions in the zip files Install_Instructions.txt (the installation is fully automated so do not use customize; add from file).
